Assoc. Prof. Md. Nazmul Islam, PhD, is a Turkish based Bangladeshi Political Scientist, distinguished academic, Track II & Parliamentary Diplomat, and multilingual author. He currently serves as an Associate Professor of Political Science and Public Administration, and Head of Türkiye, Asia, and Indo-Pacific Studies (TAIPS), the Institute for International Relations and Strategic Research (ULİSA) at Ankara Yildirim Beyazit University (AYBU), Türkiye. He taught post-graduate courses at the Greifswald University, Saarland University, Germany; Trento University, Italy; Ankara University’s Department of Media and Communication Studies and the Department of Peace and Conflict Studies at the Social Sciences University of Ankara (ASBU).
Dr. Islam has a distinguished track record of diplomatic service. Since 2021, he has served as the Special Asia-Pacific Advisor (Equivalent to the post of Additional Secretary to the Government of Bangladesh) in the Foreign Relations and Protocol Department of the Turkish Parliament. He is the first foreigner to have been officially appointed to the Turkish Parliament in the 100-year history of the Republic of Türkiye. In this role, he has played a vital part in organizing and participating in high-profile international diplomatic meetings, foreign delegation visits, and global parliamentary events such as the Inter-Parliamentary Union (IPU), the Asian Parliamentary Assembly (APA), Parliamentary Union of the OIC Member States (PUIC), and the Inter-Parliamentary Jerusalem Platform. He was among the high-profile OIC foreign delegates who visited Bangladesh, with a particular focus on the Rohingya camps. During the visit, he engaged in several high-level meetings with international organizations such as the UN, WFP, UNICEF, UNHCR, and UNDP, as well as with various cabinet members and policymakers in Bangladesh. His involvement in these initiatives has highlighted his ability to engage with global leaders and address pressing issues, including the bilateral and multilateral dialogue, and Rohingya refugee crisis, where he has made substantial contributions through reports and policy recommendations.
During his tenure at the Turkish Parliament, he authored numerous reports and assignments and delivered speeches on various critical topics. Notably, one of his reports addressed the minority situations in Myanmar, Germany, and France, making a significant impact during his time in office. In particular, he made extensive contributions concerning Türkiye’s diplomatic role in the Asia-Pacific region.
He also contributed to the reports, journals, and publications of Türkiye’s Ministry of Youth, Ministry of Defense, and Ministry of Foreign Affairs. Furthermore, he was a key contributor and was invited to participate in the inaugural closed workshop of Türkiye’s ‘Asia Anew Initiative,’ which was conceptualized and led by the Ministry of Foreign Affairs. In addition, he has authored numerous interviews, articles, internal reports, and analyses focusing on the ‘Asia Anew Initiative’ and Türkiye’s potential role in Bangladesh .
Starting in June 2024, Dr. Islam began delivering lectures to newly appointed American diplomats assigned to the South Asia region at the Foreign Service Institute (FSI) of the United States Department of State. As an Adjunct Lecturer, he has directly taught over 70 diplomats who have been or will be appointed to the region. Notably, one of his class participants include the next U.S. Ambassador to Bangladesh, David Meale, underscoring Dr. Islam’s profound influence and expertise in shaping high-level diplomatic thought and policy in South Asia.
Dr. Islam has been actively involved with international organizations such as UNDP and the Organization of Islamic Cooperation (OIC). During his tenure at OIC-SESRIC, he worked directly under Ms. Zehra Zümrüt Selçuk, Türkiye’s former Minister of Family and Social Security and the current Director-General of SESRIC. In this role, Nazmul served as the organizational manager for the Workshop on the Impact of the Post-2015 Development Agenda on Education Statistics, which was attended by education ministers from 57 OIC member countries. He also organized the Certification Advisory Board Meeting of the OIC-CPOS. Throughout his tenure, he maintained regular communication with ambassadors from OIC member states and representatives of international organizations based in Türkiye, further enhancing collaboration and networking. His contributions include organizing major international workshops, preparing influential reports, and consulting on strategies that enhance multilateral cooperation.
Having formerly been work as a Visiting Researcher at Saarland University in Germany, Dr. Islam possesses extensive research expertise and substantial empirical experience. Additionally, he has worked as a Research Associate on a collaborative project with BRAC at the University of Cambridge’s Judge Business School.
His scholarly contributions, primarily centered on foreign policy, diplomacy, and international politics, are truly noteworthy. Dr. Islam has authored several books, including “Power of Bonding & Non-Western Strategy in Iran” published by Springer, Palgrave Macmillan, USA in 2023, and “Comparing China and India’s Soft Power Strategy in Pakistan” published by Lexington, USA in 2024. Moreover, he has contributed to numerous book chapters and peer-reviewed articles. He has also edited notable publications such as “The Rohingya Refugee Crisis in Myanmar” (Springer Nature, Palgrave Macmillan, 2022), “Comparative Public Administration” (Springer Nature, Palgrave Macmillan, 2022), and “South Asia: State, Society and Politics” (Nobel, 2023). Some of his books, such as “Rohingya Refugee Crisis in Myanmar: Ethnic Conflict and Resolution,” were co-edited and authored alongside prominent academics and bureaucrats like Prof. Dr. Kudret Bülbül, the former Secretary of Public Order and Security and former President of YTB, Türkiye and Prof. Dr. Vedat İşikhan, who currently serves as Türkiye’s Minister of Labor and Social Security. Additionally, another book, “The Palgrave Handbook of Comparative Public Administration,” received endorsement and high praise from Türkiye’s current Minister of Education, Prof. Dr. Yusuf Tekin. Several of his books have been indexed, referenced, and included in the collections of many top universities and libraries worldwide, including but not limited to Library of Congress, British Library, European Parliament Library, Harvard, MIT, Stanford, Cornell, Princeton, Columbia, Boston, Yale, Brown, Pennsylvania, Oxford, and Cambridge University etc.
Dr. Islam is a frequent contributor to both Bangladeshi and international media outlets, offering insights on South Asian politics as well as the foreign policies and political dynamics of China, India, Turkey, Iran, Saudi Arabia, and Qatar. He has made appearances on various platforms, including TRT World, Alarabi, Anadolu Agency, CNN Türk, Daily Sabah, Al-Jazeera English, A News International, Atv, CGTN, Kanal-5, TGRT, EKOTÜRK, Kanal-5, Prothom Alo, Jugantor, Kalerkontho, Somoyer Alo, Vorer Dak, SETA, Al-Sharq Strategic Research, and Independent Türk, among others. Additionally, he is regularly interviewed by local Turkish media.
His research has been published in esteemed journals such as International Affairs (SSCI, Q1); International Journal (SSCI, Q1); Religion (SSCI, Q1); Communication & Society (SCOPUS, Q1); Journal of Asian & African Studies (SSCI, Q2); Contemporary Review of the Middle East (ESCI, Q2); The Arab World Geographer (SCOPUS, Q3); Asian Profile (SCOPUS) and Journal of Globalization Studies (SCOPUS, Q3). He has been an invited guest at numerous international conferences and events, including, but not limited to, those hosted by Oxford University, University of Leeds, TRT World Forum, Peking University, Shanghai International University, Ankara University, Texas Tech University, Virginia International University, Jawaharlal Nehru University, the Center for Islamic Research (İSAM), and a TÜBİTAK-funded conference, where he also served as a moderator. He is currently an Associate Editor of Humanities and Social Sciences Communication Journal (SSCI, Q1) and a member of editorial board of Journal of International Studies.
For his numerous academic contributions, including his work on “Bangladesh” in the book South Asia Country Analysis, he has been recognized with awards from the Ministry of Culture and Tourism, TİKA, Bağcılar Municipality, and the South Asia Strategic Research Center. Additionally, because of his academic excellence, he has received multiple honors from the Embassy of Bangladesh in Ankara, Türkiye.
Fluent in Turkish, English, and Bengali, with essential knowledge of Arabic, Hindi, Urdu, and German, Dr. Islam’s linguistic abilities enable him to navigate diverse cultural, academic and diplomatic environments seamlessly.
His work has focused on international politics, international relations and IR theories has made contributions to a wide range of topics in emerging and rising powers soft power strategy, great power grand strategic competition, public diplomacy, Asian politics, media, political communication and conflict resolution. Additionally, he developed the concepts of “power of bonding” and is one of the great contributors in “non-western international relations theory” and “non-western soft power strategy”. He is one of the critics of Joseph S. Nye’s theory of soft power.
Islam’s areas of specialization and teaching expertise include Research in Politics, Public Diplomacy, Soft Power, Asia and Indo-Pacific Strategy, Theories of International Relations, Peace and Conflict Resolution, Political Communication, Policy and Politics of Human-Robotics Interaction, and World Politics. His primary research interests revolve around the policies, politics, and foreign policies of middle and emerging powers in the changing international order.
